How Much Federal Funding will SRFs Get Next Year?

  • Congressional leaders are considering Federal fiscal year 2027 SRF appropriations requests now; bills to reauthorize the SRFs are pending for May and June.
  • Yes, the President’s budget request slashes SRF funds by 90% → but Congress appropriates funds for the SRF programs, and held funding steady last fiscal year following a similar budget decrease proposed by the Executive branch.
  • Advocacy is important → Congressional leaders have listened to communities and advocates’ expressed concerns about decreased investment in water infrastructure.
  • SRF Forum peers have resources you can use to educate members of Congress on the SRF (connect in our online community to access resources).

The Impact of Earmarks on State Revolving Funds

  • Janet Pritchard and Sapna Mulki from the Environmental Policy Innovation Center share key findings from their recent report “Revolving No More: How Earmarks Are Draining America’s Water Funds”
  • They break down how earmarks work, how SRF funds are allocated, and how earmarks affect those allocations.
  •  In FFYs 2023, 2024, and 2026, earmarks accounted for roughly half of annual SRF appropriations, structurally changing how funds are allocated.
  •  Learn how each of the state’s federal water infrastructure funding is impacted by earmarks.
